The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon engaged a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, persist.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the status quo will not change more in its favour in the coming year.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to internal issues. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
