Sheff Wed Faces Major Issues, Declares New Football Authority

'We are going to be a part of football's future' - football oversight chief David Kogan

The team's ongoing struggles represent a a "major concern" and the independent regulator is aiming to acquire authority to look into club affairs in comparable cases, its new chair David Kogan has stated.

Through a comprehensive talk, the chairman, who was appointed on Monday, voiced concern towards supporters of the Owls.

The chairman convened with four fan organizations representing the football team this week.

The team have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on multiple instances, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the great brands for football in England and in recent days we have met fan representatives.

"We're now looking to get powers... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in March and May caused limitations by the football authorities in June, preventing the club from carrying out any transfers or loans for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has been part of their lives in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an owner to sell a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"The final option we would consider is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that chairman to fix the issues that the club's facing and the owner's facing," the regulator explained.

"But the truth is, when you look back over the history of football, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to detail the scope of the oversight body this week and insisted it was a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has come into football for the past two decades, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I fully support the prosperity and expansion as an financial organization of the Premier League.

"Being fully aware of the worry about compromising the top flight as an elite competition of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in the past.

The official contributed funds to government minister the politician's campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
