AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
